ICT in e-Government

Getting a birth certificate, checking an exam result, or filing taxes used to mean standing in long queues at a government office. ICT has changed this by letting government services move online. This note explains what e-Government means, the five categories it is organized into, and why it matters for citizens, businesses, and the government itself.

What is e-Government?

e-Government (electronic government) is the use of ICT to deliver government services and information online, instead of only through physical offices and paper forms.

Key Idea: e-Government is not just "putting a government office on a website." It changes how services are delivered, making them faster, more open, and easier to reach for everyone.

e-Government improves three things in particular:

  • Efficiency: services are processed faster because manual paperwork and physical travel are reduced.
  • Transparency: online systems keep clear records, so citizens can see the status of a request and government decisions are easier to track.
  • Convenience: services can be accessed from home, a phone, or a public kiosk, without visiting an office in person during working hours.

The Five Categories of e-Government

e-Government is grouped into categories based on who the government is interacting with. Four of these describe a relationship between the government and a specific group, while the fifth describes the online services offered as a whole.

1. Government to Citizen (G2C)

G2C covers services and information the government provides directly to ordinary citizens. This is the category most people interact with most often, since it covers everyday needs like taxes, certificates, and results.

G2C makes government services easy and accessible, removing the need to travel to an office for routine requests.

2. Government to Business (G2B)

G2B covers services and information the government provides to businesses and companies. These services support how a business is registered, taxed, and regulated, which affects how easily a business can operate and grow.

  • Tender notifications (announcements of government contracts open for bidding)

3. Government to Employee (G2E)

G2E covers how the government uses ICT to manage and support its own employees, such as public sector staff. This is an internal category, it is not aimed at the general public but at people who already work for the government.

G2E systems improve internal communication and day to day work efficiency within government departments.

4. Government to Government (G2G)

G2G covers the sharing of data and information between different government organizations or departments, rather than between the government and the public.

This matters because government departments often depend on each other's records. A vehicle registration department, for example, may need to confirm a citizen's identity details already held by another department. G2G systems let this happen directly, instead of asking the citizen to collect and resubmit the same documents repeatedly.

5. Government Online Services

This category is not a relationship like the four above it. Instead, it describes the general online infrastructure that makes G2C, G2B, G2E, and G2G possible, official websites, applications, and payment systems that citizens and businesses use to reach government services.
